In the UK, 1992 was the election you didn't want to win. Fortunately, the disaster was a financial one, so there was no wimpy morality holding back Labour from going 'It was them, it was them!' and not going '(But it would have happened if we'd won too, shush!)'
Actually, I remember stories before 9-11 about how extremely slow the Bush administration was at appointing people to positions, even allowing for the unusual delay in Bush knowing he’d been appointed. I remember the intelligence services being mentioned as departments that were operating with lots and lots of vacancies near the top. Who knows if it would have happened on Gore’s watch anyway, but I’d like to think Gore wouldn’t have kept reading children’s books for half an hour after being told of the attacks, and Lieberman wouldn’t have spent most of the rest of the year at “undisclosed locations”.
