Upon reading that article, it's really not that bad as you make it out to be. First, the chances of th same sequence of events happening again would seem to be fairly minimal. In addition, with the new monitoring abilities for damage and the possibility of staying at the International Space Station in case of difficulty, it seems that there are adequate backup plans.

Also, I would guess that the initial recommendations were made in a CYA mode by the people involved. Sometimes you have to be high up to stick your neck out publically.
