Mac Safari 1.0 beta 2 (v73) can't dowload MS-IE. I think.

Can someone verify this for me?

Go to http://www.apple.com/downloads/macosx/internet_utilities/internetexplorer.html with Safari. Now click on the "Download" link.

It doesn't download it.

It appears to be downloading it just fine here, using that version of Safari.
