U.S. Circuit Court. That's the trial level in the federal court system. Then comes U.S. Court of Appeals, which Clinton appointed her to. And then U.S. Supreme Court.

Yeah, but.

The appointment was the result of a quid pro quo agreement with Senator Daniel Patrick Moynihan, in which DPM agreed to vote in favor of the Bush appointees if Bush granted DPM every fourth appointment, and the Repubs generally went along for the ride in those pre-Newt, Dem-dominated days. So she was only a Bush appointment in the most technical sense.
