I haven't watched the Sopranos in many episodes, but if it was Janice (Tony's sister) that said that, I'd imagine it was a reference to when she stole a woman's prosthetic leg in revenge for the woman taking some stuff from her (just then-) deceased mother. That was right when I started watching the show though, so I'm a little unclear. Sorry. :)
