Just so people can skip ahead past my first thought -- Harris goes on to say that, no, it does not correspond to the part of the state that voted for him, or the white part or the rich part.

He's not evil, just dumb. Erm, about this one, anyway.

Frankly, I think he is both dumb and evil about a lot of decisions, not just this one.
